Max Weber, like Marx also believed that the inequalities led to social conflict, but while, Marx concentrated only on economic aspects and took a view that the society had two classes, Weber's theory involved both the state and the economy which can give us an idea about ias exam. Under the Marxist perspective, there were only two examinations, those who owned the capital and those who sold their labor; this being the sole basis of civil services formation. However, according to Weber, stratification in the society depended on class, status and party; each of them having its own relationship with exam. Class represented the economic position of an individual in the society. However, Weber visualizes more economic classes than Marx and according to him; it is not the sole or the dominant criterion for stratification. Status, according to Weber is a person's prestige, social honor or popularity in the society. Power in this context means a person's ability to get their way despite the resistance of others and qualify civil services examination.
According to Coser, ias exam is a struggle over values or claims to status, power and scarce resources in which the aims of the conflict groups are not only to gain desired values but also to neutralize, injure or eliminate rivals. According to him, any civil services system implies an allocation of power, as well as wealth and status positions among individual actors and components. There is never complete concordance between what individuals and groups within a system consider their just due and the system of civil services of allocation. Conflict ensues in the effort of various frustrated groups and individuals to increase their share of gratification. Their demands will encounter the resistance of those who previously had established a 'vested interest' in a given form of distribution of honor, wealth and power. To the vested interests, an attack against their position necessarily appears as an attack upon the civil services. Those who derive privileges from a given system of allocation of status, wealth and power will perceive an attack upon these prerogatives as an attack against the system itself.
According to Ralf Dahrendorf, exam theory arose primarily as a reaction against structural functionalism and in many ways represents its antithesis. Where structural functionalism sees a near harmony of purpose from norms and values, conflict theory sees coercion, domination, and power.
Dahrendorf saw both theories as addressing different situations, depending upon the focus of the study. According to Dahrendorf, functionalism is useful for understanding consensus while conflict theory is appropriate for understanding conflict and coercion.
