Product for web service and integration of native libraries

I'm looking for a product that can create web services and also integrate native C libraries. Does this product have those capabilities? I'd like to create the web service using an IDE with drag and drop buttons/controls.

If this isn't the product I'm looking for, is there one that fits my description, or are there two or more separate products that can work together?

Sun Studio 7 seemed to have all of this, but it's no longer available.
